Doug was Managing Director of PBFS from 1975 until becoming Chairman in 2018. Doug benefits from wealth of experience in fuel retailing as well as property matters more generally.
Plaistow Broadway Filling Stations Ltd (PBFS) was established in 1960 by George Panormo and has grown into a leading family-run petrol filling station and convenience retail operator serving communities across the South of England.
During the 1960s, PBFS developed and operated several petrol stations throughout East London and Essex from its original head office in Woolwich. Following George’s retirement in the mid-1970s, the business was passed to his son, Doug, continuing the company’s long-standing family ownership and operational growth.
Over the decades, PBFS has partnered with a range of major fuel suppliers including Regent (now Texaco), Gulf Oil, Esso, BP and Shell. In the 1980s, the company completed a major forecourt modernisation programme alongside the acquisition and operation of additional petrol filling stations.
By the late 1980s, PBFS operated 14 petrol stations across the region. As the growth of large supermarkets evolved in the 1990s, this severely impacted some of our sites. As a result, several sites were either sold or retained as property investment developments.
The growth of convenience retail and on-site forecourt stores in the early 2000s created further expansion opportunities, leading to the acquisition of additional sites including Cadnam, Hampshire.
In 2014, Liam joined PBFS, followed by Daniel in 2016, bringing a renewed focus on growth, investment and modern forecourt retailing. Together, they expanded the PBFS portfolio through the acquisition of Hordle Garage in the New Forest and Spur End Service Station in Bournemouth in 2017.
During this period, PBFS invested significantly in its petrol stations and convenience stores, enlarging shop formats and improving the overall retail offering to meet changing customer demands. In 2017, PBFS also entered into a partnership with Budgens to supply Courtesy, Hordle Garage and Spur End, strengthening its convenience retail operations.
In 2019, PBFS further expanded its property portfolio through the acquisition of three retail sites with residential accommodation in Stock, Essex, and Sway and Lockerley in Hampshire. The residential accommodation at Stock was redeveloped into three separate rental flats, contributing to the company’s growing property investment portfolio.
In 2022, PBFS expanded into the holiday let sector with the purchase and full renovation of a five-bedroom property in Lymington, Hampshire. Following the closure of the company’s convenience store in Sway, the site was redeveloped into an additional five-bedroom holiday accommodation property.
Both developments have become successful additions to the PBFS property portfolio, supporting the company’s continued growth across hospitality, residential investment and property development.
Today, PBFS operates six petrol filling stations across Southern England, with Texaco and Budgens becoming our main suppliers.
In addition to fuel retail and convenience operations, PBFS continues to invest in property development, residential investments and roadside retail opportunities as part of its long-term growth strategy.

Daniel was a solicitor for 15 years before working at PBFS full time from 2016. When Daniel joined PBFS he focused on the company’s contracts, procedures and practices which required modernisation to enable the company better exploit future opportunities. Daniel jointly controls PBFS with focus on Legal and Accounting matters, as well as company strategy.


Liam previously worked as a Chartered Surveyor for 10 years before working at PBFS from 2014. Liam identified there was an opportunity to increase the value of company assets by obtaining planning permission for residential units on long owned heritage sites. Liam jointly controls PBFS with his focus on retail site performance, property matters and company strategy.


Samantha joined PBFS in 2015 and has worked her way up to Director. Samantha has a wide-ranging role including HR, payroll and managing overall company performance. Samantha plays a vital role in the strategic management of PBFS.


Sarah joined PBFS in 2018 and manages all aspects of PBFS projects from development budgets, implementing store improvements to the renovation and refurbishment of our residential properties and holiday lets. Sarah is the first point of contact for contractors and works closely with our Area Manager to optimise store layouts, presentation and the setup of new sites. Sarah also manages our holiday lets, works with managers to implement company marketing and promotes community engagement.


Nicola joined PBFS in late 2019 and is responsible for accounts administrative and she works closely with our bookkeeper. Nicola also manages supplier payments, invoices, reconciliation and is first point of contact for any general and account enquiries.

Supporting the local community is a fundamental goal at PBFS and over the past few years have introduced several campaigns dedicated to raising money for leading charities, local community groups, local schools and foodbanks. Our latest campaign, with the help of a neighbouring resident, focuses on providing sufficient meals to local vulnerable and low-income families. We also work together with local suppliers, offering and supporting their products within our stores.
