Doug was Managing Director of PBFS from 1975 until becoming Chairman in 2018. Doug benefits from wealth of experience in fuel retailing as well as property matters more generally.
Plaistow Broadway Filling Stations Ltd (PBFS) was formed in 1960 by George Panormo. During the 1960s, PBFS built several petrol stations in East London and Essex and operated these from the head office in Woolwich. George retired in the mid-1970s passing the business onto his son, Doug.
Since 1960 the company has had a range of suppliers for their fuel from Regent (now Texaco), Cleveland, Esso and then in 1980 Gulf Oil. It was at this time a major modernisation programme was carried out and further sites purchased or operated on behalf of Gulf Oil.
By the end of the 1980s PBFS was operating 14 petrol stations however the growth of supermarkets in the early 1990s severely impacted some of the sites. As a result, several sites were either sold or retained as investment properties. During this time PBFS started working with alternative fuel suppliers including Fina, Texaco, BP, Shell and more recently Esso.
The improvement in the fortunes of petrol filling stations in the new millennium, boosted by the introduction of on-site convenience stores, prompted the purchase of further sites in the noughties including our site in Cadnam, Hampshire.
In 2014 Liam joined PBFS followed by Daniel in 2016. Both were keen to add more sites to PBFS and purchased Hordle Garage in the New Forest and Spur End Service Station in Bournemouth in 2017. Liam and Daniel made the decision to invest in all our petrol stations and increase the size of the shops to improve the retail offering. In 2017 PBFS also entered into an agreement with Budgens to supply Courtesy, Hordle Garage and Spur End.
In 2019 PBFS acquired three shops with residential accommodation in Stock in Essex and Sway and Lockerley in Hampshire. The accommodation at Stock was converted to three separate flats which are currently let.
In 2022, we delved into the holiday let industry and purchased a wonderful 5 bed house in the coastal town of Lymington, Hampshire. We undertook a full renovation of the house working with award winning interior designer Kia Stanford and have been delighted with the reviews we have received from our guests.
As of 2023, we operate six petrol stations, four who are supplied by Texaco and two supplied by Esso. In addition to our petrol stations, we operate two convenience stores, both in prominent village locations. Our forecourt shops and convenience stores are supplied by either Budgens or Nisa.
In addition to our retail operations, we undertake small to medium scale development projects and hold a growing residential property portfolio.

Daniel was a solicitor for 15 years before working at PBFS full time from 2016. When Daniel joined PBFS he focused on the company’s contracts, procedures and practices which required modernisation to enable the company better exploit future opportunities. Daniel jointly controls PBFS with focus on Legal and Accounting matters, as well as company strategy.
Liam previously worked as a Chartered Surveyor for 10 years before working at PBFS from 2014. Liam identified there was an opportunity to increase the value of company assets by obtaining planning permission for residential units on long owned heritage sites. Liam jointly controls PBFS with his focus on retail site performance, property matters and company strategy.
Samantha joined PBFS in 2015 and has worked her way up to Business Manager. Samantha has a wide-ranging role including HR, payroll and managing overall company performance. Samantha also supports the Directors in the strategic management of PBFS.
Sharon joined PBFS is 2012 and has progressed to Area Manager. Sharon now oversees all site operational matters including H&S, compliance, training, trading, fuel strategy and management of staff. Sharon also works closely with our Project Manager on the set up and integration of new sites.
Sarah joined PBFS in 2018 and manages all aspects of PBFS projects from development budgets, implementing store improvements to the renovation and refurbishment of our residential properties and holiday lets. Sarah is the first point of contact for contractors and works closely with our Area Manager to optimise store layouts, presentation and the setup of new sites. Sarah also manages our holiday lets, works with managers to implement company marketing and promotes community engagement.
Nicola joined PBFS in late 2019 and is responsible for accounts administrative and she works closely with our bookkeeper. Nicola also manages supplier payments, invoices, reconciliation and is first point of contact for any general and account enquiries.
Freddie joined PBFS in 2015. His experience and dedication make Freddie a key member within the company which has contributed to his progression to Area Supervisor. Freddie now assists Site Managers and Team Leaders in the running of our retail sites. He pays particular attention to site health & safety, procedures and the day-to-day organisation and operation of each of our sites. Freddie also oversees our employee training programme.

Supporting the local community is a fundamental goal at PBFS and over the past few years have introduced several campaigns dedicated to raising money for leading charities, local community groups, local schools and foodbanks. Our latest campaign, with the help of a neighbouring resident, focuses on providing sufficient meals to local vulnerable and low-income families. We also work together with local suppliers, offering and supporting their products within our stores.
At PBFS we take a proactive and assertive approach in our commitments to building programmatic Environmental, Social and Governance (ESG) strategies. It is important to our staff and customers that we provide an ethical workplace, reduce our carbon footprint where possible and to put our community at the heart of everything we do.
